Pinui-Binui (Evacuate-Rebuild)
An urban-renewal track in which old buildings are demolished and new ones built, with residents receiving a new apartment at no cost.
What is Pinui-Binui?
Pinui-Binui ("Evacuate-Rebuild") is one of Israel's urban-renewal tracks. A compound of old buildings is demolished and a new, denser compound is built in its place. Existing residents temporarily evacuate and, when construction finishes, receive a new, larger apartment — usually at no cost to them.
How does it work?
- A developer contracts with most of the apartment owners in the compound
- A qualified majority of residents must consent (by law)
- Residents move to alternative housing during construction (the developer pays rent)
- On completion — they return to a new apartment in a modern tower
Things to check
- The size of the new apartment versus the existing one
- Who pays the rent during the interim period
- Whether there are bank guarantees securing the rights
