What is the Housing Lottery (Lotar)?
Under government housing programs (such as "Mehir LaMishtaken" and its successors), the state markets apartments at a discounted price. When demand exceeds supply, the right to buy is determined by a lottery ("Lotar"). It is an opportunity track for buying a first apartment below market price.
How does it work?
- Eligibility check — obtaining an eligibility certificate (usually for those without an apartment, young couples)
- Lottery registration on the official website for a specific project
- Lottery — winners get the right to choose an apartment
- Purchase — signing a contract, usually with a mortgage
