Housing Lottery (Lotar)

A lottery mechanism for the right to buy a discounted apartment under government housing programs — an opportunity track for young couples and the eligible.

What is the Housing Lottery (Lotar)?

Under government housing programs (such as "Mehir LaMishtaken" and its successors), the state markets apartments at a discounted price. When demand exceeds supply, the right to buy is determined by a lottery ("Lotar"). It is an opportunity track for buying a first apartment below market price.

How does it work?

  1. Eligibility check — obtaining an eligibility certificate (usually for those without an apartment, young couples)
  2. Lottery registration on the official website for a specific project
  3. Lottery — winners get the right to choose an apartment
  4. Purchase — signing a contract, usually with a mortgage

  • Register early and prepare your eligibility certificate in advance
