How it works in practice
- Register at a participating bank branch (₪70 fee) to obtain an eligibility certificate.

- Annual lottery — about 200 families are drawn from the eligible pool.
- Use the loan within 4 months of the draw, up to 99% of the property price.

- Who is eligible for the Ethiopian olim mortgage?
- Anyone born in Ethiopia, their direct children (second generation) aged 21+, and their spouses — provided they do not currently own property. Eligibility is binary: you either meet the criteria or you don't.
- What is the loan amount?
- ₪600,000 over 25 years: 0% interest for the first 10 years, then 2% for years 11–25. The loan amount is identical for all qualifying applicants — it does not vary by income.
- Are second-generation Israeli-Ethiopians eligible?
- Yes. Children of Ethiopian-born olim qualify even if born in Israel — as long as their parents were born in Ethiopia and they themselves meet the age and ownership conditions.
- How do I start?
- Apply at a participating bank with your oleh certificate or community affiliation confirmation, 3 months of payslips and bank statements. It is recommended to work with a community mortgage adviser.
- What documents are required?
- Israeli ID, oleh certificate or Ethiopian community affiliation confirmation, proof of Ethiopian origin (yours, a parent's or spouse's), 3 recent payslips, 3 months of bank statements, marriage certificate if married, and a land registry extract or no-property certificate.
- When is the lottery held?
- The lottery takes place once a year, usually at the end of the fiscal year. The exact date is published on the Ministry of Construction and Housing website. It is advisable to obtain an up-to-date eligibility certificate in advance — it can be issued at any time.
- Can this be combined with other housing programmes?
- It can be combined with Mechir Lamishtaken (Price for the Resident) under certain conditions, but not with other state loan tracks. Check with your bank which combinations are permitted before applying.
- My application was rejected — what now?
- You may submit a written appeal to the Ministry of Construction within 30 days. It is recommended to contact TEBEKA (free legal representation for the Ethiopian community) for assistance drafting the appeal.
