Nursing Benefit for the Elderly — Rights of Elderly Ethiopian-Israeli Parents in Ramla

Who Is Eligible?
Elderly Israelis (women 60+, men 65+) who need help with at least 2 of 6 daily activities (dressing, eating, mobility, hygiene, toileting, communication). No income test — savings do not affect eligibility.
Benefit Amounts (2025)
- Level 1 (2 activities): approx. ₪4,200/month
- Level 2 (3–4 activities): approx. ₪5,800/month
- Level 3 (5–6 activities): approx. ₪7,500/month
- Full nursing home: approx. ₪9,000/month
Benefits are typically paid as in-home care hours rather than cash.
Cultural Needs
Ethiopian elderly may need an Amharic-speaking carer familiar with traditional food, language, and religious customs. You can request this in writing from the care company. Request an Amharic-speaking BTL social worker for the home assessment visit.
How to Apply
- Submit Form 510 (nursing benefit claim) at any BTL branch.
- BTL sends a social worker for a home assessment within 30 days.
- On approval, choose a licensed home-care provider from the approved list.
