Affirmative Representation in Civil Service: How Ethiopian-Israelis Can Apply
The Law
The Equal Employment Opportunity Law and Affirmative Representation Law (2000 amendment) require government bodies to actively promote representation of Ethiopian-Israelis (and others). Target: at least 2% of government workforce. Current: 1.2% — meaning ~2,000 positions are still unfilled.
What This Means for You
With equal scores in recruitment, Ethiopian-Israelis receive priority over candidates not from under-represented groups.
How to Use the Law
- Search jobs on ethoim.gov.il, noting "affirmative representation" notices
- State in your CV: "Applying under affirmative representation — Ethiopian-Israeli"
- Request community representation on appointment committees
- Report suspected discrimination: Equal Opportunities Committee 02-6402020
Who Must Comply?
All public bodies with 25+ employees: government ministries, state companies (electricity, water, transport), local authorities, government hospitals, courts.
