Biggest gaps by ministry
Above target: Aliyah Ministry (5.4%), Education (3.1%). Critical gaps: Justice (0.5%), Finance (0.7%), Defense civilian (0.9%).
2025 Knesset committee hearings
Three hearings in the Economics Committee (Jan–Mar 2025) found: no effective penalty mechanism for chronic under-performers, no seniority-level data published publicly.
