Police "traffic light model" — 5 stations flagged as problematic on Ethiopian-Israeli relations

As part of implementing Government Decision 3243, Israel Police has formulated for the first time an internal tool known as the "traffic light model" — a monitoring instrument tracking the police's relationship with the Ethiopian-Israeli community.

How the model works

The model classifies 26 major police stations, in areas with a relatively high concentration of Ethiopian-Israelis, into three levels: green, yellow and red. A "red" classification marks stations requiring deep organizational change.

Stations flagged "red"

Five stations were flagged "red" — about a fifth of the stations examined:

  • Kiryat Gat
  • Rehovot
  • Yavne
  • Afula
  • Kiryat Malachi

Context

This is an internal police document that acknowledges existing gaps in the police's relationship with the community, and presents it as a self-critical policy step within the implementation of the government decision — not a report on specific incidents.
